Guidance for operators

This area of the site is dedicated to the more in-depth and technical aspects of the EU ETS, principally for operators or prospective operators looking for information.

Are you covered by the EU ETS?

Installations are covered by the EU ETS on the basis of CO2 emitting activities they carry out and need to monitor and report their emissions. Anyone who is not covered by the EU ETS can open an account and buy and sell allowances.

To find out if your installation is covered by the EU ETS and determine which emissions sources are included, please see:

  • EU ETS Guidance note I – guidance on inclusion. This includes information about the specific criteria for installations covered under the current phase of the EU ETS (Phase II 2008 – 2012)
For information about aviation and the EU ETS, please see the DECC Aviation webpage
