The challenges of energy and climate change have become truly global, as the world’s energy consumption increases and the effects of climate change become more apparent. Progress towards truly open energy markets in Europe has been slow, while the dispute between Russia and Ukraine in January 2009 also emphasised the importance of the EU speaking with one voice to external energy partners.
 
Mitigating the effects of climate change and ensuring we have secure and affordable energy supplies are vital to Britain's future prosperity and security.
 
The challenges ahead are complex and shared. They require not just domestic but international action.
