Carbon dioxide emissions within the scope of influence of local authorities (previously NI 186)

This dataset, previously called National Indicator 186 under the National Indicator set, measures end-user carbon dioxide emissions in the local area from the industrial, domestic and transport sector. This dataset relies on a draw-down of information from the National Inventory of Greenhouse Gas emissions.

Views from local authorities and others on the dataset would be welcomed by DECC to the following mailbox: climatechange.statistics@decc.gsi.gov.uk

  • 2009 Carbon dioxide emissions within the scope of influence of local authorities - Published 15 September 2011

This page provides estimates of emissions of carbon dioxide within the scope of influence of Local Authorities (NUTS4) and Government Office Region (NUTS1) areas for the years 2005-2009. This dataset was previously called NI 186: per capita reduction in CO2 emissions in the local authority area.

Figures published previously for 2005-08 have been revised so that they are directly comparable to the 2009 figures.

Statistics

The 2009 carbon dioxide emissions within the scope of influence from local authorities, for second tier authority, for main regions and the percentage reduction since 2005 are now available, having been published on 15 September 2011. This dataset was previously published with the name National Indicator 186.

The dataset has been drawn from National Statistics also published on 15 September 2011 which are available from our 2009 Local Authority Carbon Dioxide figures web page. These have been adjusted to exclude emission sources over which local authorities have no influence (e.g. motorways and EU ETS installations).

Underlying datasets

Some of the underlying data sources that feed into the calculation of this dataset have been available for local authorities to view in advance of this year’s data publication, which provide new data for 2009. DECC has incorporated any necessary revisions to the data for 2005-2008 to ensure these years are consistent with 2009.

Please could local authorities be aware that any errors in the underlying datasets (below) feed into the final carbon dioxide emissions dataset at local authority level. DECC statisticians would therefore be grateful if local authorities would check these datasets and report any errors to the relevant data compilers.

Industry and Commercial sectors:

Domestic housing:

  • Source: DECC electricity and gas consumption data (links as above)

Road transport: (all road traffic, excluding motorways)

This data is already captured and analysed to produce area by area carbon emissions per capita using the local authority population (thousands) from the ONS mid-year population projection (from the same year as the CO2 data). It is sufficiently robust with relatively low levels of uncertainty.

Methodology

The methodology and additional information can be found on the 2009 Local Authority Carbon Dioxide figures page of the DECC website.

Further information and contacts

The carbon dioxide emissions within the scope of influence of Local Authorities is a subset of the local authority CO2 estimates at local authority level National Statistics, produced by AEA on behalf of DECC. These National Statistics estimate all emissions in the local authority area and have been modified slightly for the purpose of this dataset to exclude certain emissions that LAs can be least expected to be responsible for. The emissions that have been excluded from the main datasets are: motorways, EU ETS, diesel railways and Land Use, Land Use Change and Forestry.
