Change over Time Analysis (CoTA) tool

DECC has prepared the energy consumption version of the CoTA tool created by the Office for National Statistics.

Change over Time Analysis (CoTA) Viewer is a visual tool with accompanying Excel worksheets, which assists the analysis of change over time for small areas. In this version, electricity and gas data from 2005 to 2009 are used to analyse change at Middle – Layer Super Output Area in England and Wales.

This tool supports the strategy for analysing change over time for small areas created by Neighborhood Statistics.

To assist our users in efficient use of the CoTA tool, we have prepared the Guidance note.

This document provides step-by-step instructions on how to use the tool and explains its capabilities and statistical terminology.

Further information regarding CoTA can be found in the March 2010 edition of ‘Energy Trends’.

The tool can be downloaded in the following two versions:

Sub National energy consumption analytical tool

The new Sub National energy consumption analytical tool enables local authorities and other regional bodies in Great Britain to track changes in both gas and electricity consumption at local authority level over the time period 2005 to 2009. The tool also allows comparisons to be made between local authorities, and a ranking option shows a wider range of comparison metrics.

The tool can be downloaded:

The user guide, which accompanies this article, is designed to help users understand the tool and use it to its full potential:
