Between 2002 and 2009 the UK’s Nuclear Safety Programme provided over £14 million of bilateral technical and financial assistance to deliver improvements in nuclear safety in Russia, Former Soviet Union states and Central and Eastern Europe. The Programme’s focus was on promoting adoption and implementation of internationally recognised nuclear safety and regulatory standards within the civil nuclear industry. Its closure in 2009 was prompted by the recognition that the expertise of beneficiary countries had grown significantly and had largely become self-sustaining.
In total, the Programme supported over 160 projects in Armenia, Bulgaria, Lithuania, Romania, Russia, Slovakia, Slovenia and Ukraine. Beneficiaries included nuclear power plants, research reactors, nuclear regulators, nuclear utilities and radioactive waste agencies.
Projects targeted areas including: technical improvements; training; and transfer of expertise and equipment in areas such as emergency planning, operational safety, safety culture, radioactive waste and spent nuclear fuel management, licensing, regulation and research reactor support. The Nuclear Safety Programme also provided assistance to European Union Accession States to support the safe decommissioning of reactors where closure dates had been agreed as part of the EU Accession Treaty process.
