Following privatisation of the British Coal Corporation (BCC) in 1994, the Government assumed the liability for the provision of either Concessionary Fuel supplies or Cash in Lieu (CIL) to qualifying former employees of BCC and their widows. The rules governing the entitlements to Concessionary Fuel and CIL were established in the Fuel Agreements agreed between the corporation and the mining unions in 1983.
The day-to-day administration of the National Concessionary Fuel Scheme (NCFS) is managed by the National Concessionary Fuel Office (NCFO) on behalf of DECC. The NCFO contract is run by Capita Business Services from their offices in Sheffield.
Retender of the NCFO contract
The scope of the new NCFO contract is not yet decided and is subject to further decisions to be taken by ministers. Full details of the service requirements, estimated value, contract duration, etc, will be provided in the tender documents to be issued in due course.
At this stage, DECC is undertaking initial market research to understand what capabilities outsourcing organisations may have, particularly back-office and administrative/payroll type services, to help inform and shape our requirements. Additionally, we are interested in exploring some of the practicalities of delivering an outsourcing contract.
