Low Carbon Innovation Delivery Review
This Review concluded in December 2011.
It was a joint cross-government review, coordinated by DECC, but jointly led with those Departments (BIS, Defra, DCLG, DfT and HMT) with significant interests in low carbon innovation.
The Review focussed on support for innovation with the primary stated purpose of meeting our low carbon goals. This included innovation to meet short term innovation needs, such as making technological improvements to existing devices; and innovation to develop new technologies, focussed on the spending review period and beyond, in order to:
- Strengthen strategic focus and enhance coordination across the landscape by identifying and implementing best practice in accordance with, or improving on, the National Audit Office’s recommended approach in their report, Government funding for developing Renewable Energy technologies (links to National Audit Office website)
- review current arrangements for appraising, developing, delivering, monitoring and evaluating low carbon direct support programmes, in line with NAO recommendations
- improve access channels for innovators working to commercialise low carbon technologies, by identifying options for making the low carbon landscape more transparent and improving communication; and
- identify any options for landscape simplification within the project scope

The key outcomes were concerned with addressing the innovation delivery issues highlighted in the National Audit Office report, in particular:
- To strengthen and enhance Government’s vision and strategic objectives for low carbon innovation, the Low Carbon Innovation Group (LCIG) will be re-launched, ensuring it has full policy coverage of technologies, and includes all departments and bodies with key low carbon innovation interests. The LCIG will also develop and adopt a toolbox of strategic outcomes and metrics.
- To ensure effective prioritisation, planning, delivery and appraisal, the LCIG partners will further develop and draw on its shared Technology Innovation Needs Assessment (TINA) evidence base to develop technology plans and ensure prioritisation is consistent.
- We will also create greater transparency and innovator access by building on and strengthening the funding support navigator, so it covers a full range of low carbon innovation technologies and is accessible via relevant channels. A Low Carbon Innovation Group document will also be published setting out our collective objectives and plans.
