Guidance for operators

This area of the site is dedicated to the more in-depth and technical aspects of the EU ETS, principally for operators or prospective operators looking for information.

Are you covered by the EU ETS?

Installations are covered by the EU ETS on the basis of CO2 emitting activities they carry out and need to monitor and report their emissions. Anyone who is not covered by the EU ETS can open an account and buy and sell allowances.

To find out if your installation is covered by the EU ETS and determine which emissions sources are included, please see:

This includes information about the specific criteria for installations covered under the current phase of the EU ETS (Phase II 2008 – 2012).

For information about aviation and the EU ETS, please see the Aviation in the EU Emissions Trading System from 2012 webpage.

If you are covered by the EU ETS...

Please refer to the operator’s introductory guide. This provides information for operators on meeting their compliance obligations:

Please visit the Environment Agency website for more information about the obligations of operators covered by the EU ETS.

For more information on the Phase II UK National Allocation Plan (NAP) and your reporting and monitoring obligations, please refer to the following pages:
