EU ETS Phase II New Entrants' Benchmark Review

Benchmarks for new entrants for use in the UK National Allocation Plan (NAP) were developed during Phase I of the EU Emissions Trading System. These have since been reviewed to assess the Phase I approach and recommend revisions for Phase II. Here you will find the final reports of the review. They provide the technical background to the new entrants’ benchmarks contained in the UK Phase II NAP. They take into account responses received during the review consultation period. The overview chapter summarises the approach taken when reviewing benchmarks for all sectors.
