Monitoring, Reporting and Verification
Regulators are responsible for operational functions such as permitting, monitoring and reporting, registry administration, verification, enforcement and data management. Regulators include: the Environment Agency, Scottish Environment Protection Agency (SEPA), Northern Ireland Environment Agency (NIEA) and the Department of Energy & Climate Change (DECC) for offshore installations.

Guidance on annual verification for the EU Emissions Trading System
This guidance document aims to help operators of stationary installations (i.e. not aviation operators), verification bodies and regulators perform verifications consistently throughout the UK. It provides practical information and advice on the process and requirements for annual verification required by the EU ETS Directive, the Commission's monitoring and reporting decision and Greenhouse Gas permits / monitoring plans:
The country-specific factor list
This document contains tables of emission factors and calorific values for use in annual emissions reporting for the EU ETS. The national factors are Tier 2 and Tier 2a emission factors and net calorific values for specific fuels used by particular industries. The data have largely been extracted from the UK Greenhouse Gas Inventory that is presented on an annual basis to the United Nations Framework Convention on Climate Change (UNFCCC). The Greenhouse Gas Inventory is developed independently to the EU Emissions Trading System.
The factors in these tables should only be used in accordance with the requirements in an installation's approved monitoring plan, which is part of the Greenhouse Gas permit.

Verification opinion statement template
Verifiers performing verifications for all UK installations in the EU Emissions Trading System (EU ETS) must complete this form. Once complete, the verifier will provide the completed statement to operators who must submit it to the regulator before 31 March each year.
The list of accredited verifiers for Phase II, Phase III and aviation
The current list of UKAS accredited verifiers for Phase II, Phase III and aviation of the EU Emissions Trading System is available on the UK Accreditation Service (UKAS) website. The list indicates the scope of a particular verifier's accreditation, for example in relation to particular sectors.
