Departmental Board
The Departmental Board forms the collective strategic and corporate leadership of the Department, bringing together Ministerial and Civil Service leaders with senior non-executives from outside Government. Its remit is advising and challenging on performance and delivery, including appropriate oversight of sponsored bodies.
The Board is chaired by the Secretary of State and meets on a quarterly basis, with two further strategy sessions per year. Membership consists of the Ministerial Team, the Permanent Secretary and Directors General of the Department's three Groups, plus three non-executive directors. The Director of Strategy is a standing attendee and the Board may invite other officials from the Department and its NDPBs to meetings as necessary for particular discussions and papers.
The Board is responsible for:
- Performance – agreeing the operational business plan, including strategic aims and objectives; monitoring and steering performance against plan; scrutinising performance of sponsored bodies; and setting the Department’s standards and values;
- Strategy and Learning – setting the vision and/or mission and ensuring all activities, either directly or indirectly, contribute towards it; long-term capability and horizon scanning;
- Resource and Change – approving the distribution of responsibilities; signing off large operational projects or programmes; ensuring sound financial management; scrutinising the allocation of financial and human resources to achieve the plan; ensuring organisational design supports attaining strategic objectives; evaluation of the board and its members, and succession planning;
- Capability – ensuring the Department has the capability to deliver and to plan to meet current and future needs;
- Effectiveness – Commissioning an annual evaluation of the Board’s performance and that of its committees, and of individual Board members; and
- Risk – setting the Department’s risk appetite and ensuring controls are in place to manage risk.

The role of the Lead Non-Executive Director on the Departmental Board is to support the Chair and ensure the non-executives’ views are given due weight.
The role of the non-executives on the Departmental Board is to provide constructive challenge and guidance drawing on their experience and skills from outside DECC.
