The overall aim of SMART Bicester is to reduce CO2 emissions by 10% through reduction in energy, waste and travel from across the community. We will use the impetus of the growth and eco development agenda in Bicester to support community wide behaviour change and awareness raising through the SMART Bicester scheme. By spreading knowledge and changing behaviour SMART Bicester will leave a legacy for years to come. A key practical initiative will be one of the largest single domestic rollouts of smart meters and energy monitoring devices in the UK. Linked to this we will enable a significant proportion of the local community to upgrade their homes and community facilities and as a consequence reduce their energy costs through cavity and loft insulation. We aim to assist in repositioning the town of Bicester as smart, sustainable and resilient in the face of climate change. We want Bicester to become a leading example of good environmental practice.

Ballymena Borough Council are making an application to DECC in conjunction with GT Energy, the Northern Ireland Housing Executive and Action Renewables under the Low Carbon Communities Challenge to develop a localised district heating network and demonstrate district heating, heat delivery and metering technology to promote low carbon living and facilitate the reduction of carbon emissions in the town of Ballymena.

Building on work already initiated, the two communities will seek to trest the theory that electric vehicles (EVs) are not just an urban or peri-urban phenomenon but have strong rural relevance; they will also seek to break the chicken;egg deadlock around the use of and infrastructural support for EVs. Useage patterns, green electricity consumption and "normal" comparitors will be used to monitor and evaluate the project. As part of its intent is to raise awareness - and therefore uptake - of EVs, we will hold the Great Stroud to Glastonbury EV Race.

We are seeking to develop a low carbon future for Castle Vale by establishing a sustainable energy generation unit, Low Carbon Community Champions and launching a low carbon shopping delivery service. The project will help those who are in fuel poverty and allow for a rolling programme of energy reduction across the estate.

A) Domestic new build Mid Wales Housing will build 5 units of social housing at Cemaes. The funding we will provide will enable them to reach Code 4 of the Code for Sustainable Homes instead of Code 3, through installation of a single wood pellet boiler serving all the properties. B) Domestic retrofit Ecodyfi will promote the opportunity to participate, to the 5000 households in the valley. Those taking up the offer will be provided with: • An energy survey and action plan • An ecological footprint survey • An opportunity to ask for information about more ambitious measures (solid wall insulation and micro generation) • Follow up assistance to implement recommendations • Soft Loans will be available from the rolling loan fund that we will create C) Community buildings Some capital will be reserved to energy retrofit one or more community buildings, probably Y Plas. D) Renewable heat supply Promotion of solar water heating and logfuel. Attention will be given to log delivery, storage, handling, combustion equipment and fluing on the customer side and to quality (especially seasoning) and information issues on the supply side. We will explore opportunities to form a supply cooperative to drive up fuel quality.

Swans Can Fly Solar Thermal Project - is a combined energy saving and renewable energy technology awareness project in Hillfields and Canley. This project forms a key part of the Coventry Low Carbon Challenge - a cross city initiative for Coventry. The project focuses on energy saving and control of energy costs as a driver for community engagement in behavioural change and the adoption of appropriate low carbon renewable energy technologies.

The London Borough of Bromley and our partners believe that the Chatterton Village area is an ideal location for a Low Carbon Community as it has a strong sense of place, a highly active Village Association and a plethora of pre-1930s housing that will require solid wall insulation. We are keen to pilot a project that will show us the issues and opportunities presented by a large scale, area based approach to reducing carbon emissions in solid wall houses as it is this sort of housing that the London Borough of Bromley and London as a whole has to tackle if it is to meet the carbon reduction targets that have been set. We have met and gained support from a wide range of potential partners for the LCC and are confident of being able to make a quick start if we are successful in this bid.
